Die außerklinische Erstversorgung von Notfallpatienten setzte ein Arzneimittelsortiment voraus, das den spezifischen Bedingungen der prähospitalen Notfallmedizin und der Aufgabenstellung gerecht wurde, die in der SMH Rahmenordnung definiert waren. Danach mußten dem SMH Arzt sowohl Medikamente zur Behandlung unmittelbar lebensbedrohlicher Zustandsbilder als auch zur Therapie akuter Erkrankungen ohne vitale Gefährdung zur Verfügung standen.
